It didn't do anything well enough. The action wasn't fun enough to enjoy the game as a pure action game, and the roleplaying elements weren't deep enough to enjoy it as a pure RPG.
It's a very awkward hybrid of both types of game; doing neither well and being mediocre in many ways. Its only saving grace is coming out at the right time so that a lot of us feel nostalgia over it. It also has a very comfy atmosphere and aesthetic compared to other Elder Scrolls games. It came out a couple of years before the awful grimdark trend overtook fantasy.
