shadow sucks and the reason is simple. Sonic is Cool, and they tried to make Cooler Sonic, but you can't make Cooler Sonic, because no one is as Cool as Sonic.
Shadow is more familiar with Chaos control and using the power of the emeralds.
Once Sonic harnesses chaos control with the fake emerald, he basically ends up at the same tier. By the end, he supercedes him as we see Shadow run out of energy and fall to Earth.
Basically, Shadow was better at magic until Sonic figured it out, then Shadow fell behind again.
Only exception to this has been 06 when he releases his limiters, which then never happens again.

Shadow was literally weaker in SA2. First fight was a tie but Sonic wins round 2 since he can use even fake emeralds. Big theme of the game was that Sonic was the real ultimate life form all along. Thus shit like Shadow needing jet shoes, struggling to stay super, and the surprise at using a fake emerald. He wasn't his equal until after due to popularity making him more then a one-off character.

Game wise that's really only Adventure 2. Heroes and 06 they're equals, Shadow is stronger in his own game (beats Sonic with G.U.N support) and Forces had to sent Shadow through a time rift while Sonic was in Eggprison to explain why Shadow didn't win offscreen.

To put it simple and to slap down all the dopey power level arguments in the thread, they are mostly the same. If there is any distinction to be made, it is that Sanic has a higher potential strength, and definitely greater foot speed, but not much interest in using the chaos emeralds outside of absolute necessity because he is permanently aloof, and too cool to care until he is knee deep in conflict. Shadow is more ruthless, resourceful and quick to give an obstacle all of his autistically focused attention. Sonic can be equally "strong" as Shadow at least, but is not as likely to take anything as seriously as Shadow will. Shadow is a lot more willing to hurt something than Sonic, so he will always be hitting harder.
Sonic is the real ultimate life form. Shadow admits it.

Shadow was designed to be sonic in his super form. That's why his quills are similar to super sonic. He can use chaos powers, but once he go super he doesn't have the same stamina and endurance as regular sonic. He burns too much energy due to being in a semi super powered state. Which would also explains the inhibitor rings. point exactly.

It's basically implied he just happen to luck out into making the connection that a lizard growing limbs back was the first step towards a ULF and the hedgehog was purely magic luck because it took the dna of a fricking black ayy to end up with many attempts (yes Shadow wasn't the first one out of the box, look it up in ShTH) and ended up with Shadow that we have.
Basically, they didn't care, they just wanted shonen anime and nothing else was really thoroughly planned. It couldn't be since the writers between games weren't even the same people to make that be a possibility. They just winged it.
It's headcanon in the sense it's not explicitly stated but it's definitely headcanon to say Gerald was ignorant of echidnas, their technology (Gizoid, Emerl) and their mythology (Chaos 0 robots on board the Ark, Master Emerald shrine on the Ark)
But being aware of them doesn't mean shit without context. As far as we know he could have read of them in a book ,it's implied the race of Echinda was eons ago not just 50 years ago.
I'm just saying the hype around this game's story is shit because it's very very undercooked. It should have had an RPG completely filling it every gap between S3K and SA2 and then it would have enhanced what was actually meant to be there in SA2. Without that it's like seeing page one of a chapter of a story and that chapter is number 200.
