It's not considered a metal gear game by hardcore mgs fans because of the change in gameplay. duh, and because it became so popular it's hated by the dedicated fanbase of the older games.
That's what we call a "spin-off", kids. Of course the gameplay isn't going to be the same.

It's the peak of the series so contrarians started to hate it, even moreso after becoming popular. A tale as old as time. It happened with Yakuza and 0 too.
It's a fun game, but it takes place after MGS4 which is essentially the end of the Metal Gear Saga. In development the game was supposed to take place between 2 and 4, and be a serious entry called Metal Gear Solid: Rising. KojiPro sucked at making the game so it was essentially cancelled and given to Platinum who wanted to make a more yolo story, thus why they set it after 4 so whoever didn't like it could just ignore it unlike with the original pitch where we'd see Raiden rescuing Sunny from the Patriots. As a sequel to 4, it continues the Raiden character assassination from that game and its story can be essentially standalone. That and the memes means a lot of bandwagoners played that game and none other just because "le cuhrazy rules of nature amirite xd" who now think Raiden is this memelord character when it couldn't be further from the truth. Most people that like Metal Gear like Revengeance well enough as a fun spinoff, but if someone tells you it's their favorite game chances are:

>they got into it because of internet memes
>they have shit critical skills and only get into what's popular

With the girl's favorite Metal Gear being MGS2, all of the above goes doubled because 4 and Rising both take Raiden's character and the arc/moral of that game and throw it out the window due to Kojima's midlife crisis at the time
People wanted whatever kojimbo had originally before the studio said frick that and handed it off to platinum. It's obviously a spin off from the main series and for some reason the main fan base can't accept it. Simple plot and motivations that get tied up in the final act instead of leaving room for speculation. I'm not a mgs, I've only played MGR back when it came out and I have no plans to play the main series any time soon.
It's above average action game with great over the top moments, thanks to which it became a meme game, which introduced even more cancer than Kojimbo schizos into the fanbase - people who either only played Rising or watched the memes on youtube and twitter.
Also it pretty much shits on MGS4's Raiden character development.
Twitch streamers and Twitter kids ruined it. Rising is the the Yakuza 0 of Metal Gear.
It's got better plot than half of the games Kojimbo came up with and this really offends pseudo intellectuals that have been following the series for years
