I quit my job and shifted to a totally different career at 25, made plenty of friends up until my early 30s. I will admit after 30 making friends is hard because people get families and don't have much time to frick around, but at 21 it literally is the best time to do fun shit. In Belgium I was literally paid to go to University because my family was poor (applied for a grant that is automatically given to any kid<26 under a certain level of revenue).
The US actually has programs like that too, but they're only for community college and you have to be completely destitute to qualify for them in the first place - and by "destitute" I mean less than 5 figure total household income.
