I would announce the end of development for TF2 and plead with the remaining playerbase to move on with their lives.
make sniper weapons charge 10% slower and change initial shot damage to 41 damage, not 50.
make it so medi guns healing is reduced by 90% when either target has taken damage in the last 2 seconds. increase medigun healing by 10%.
make it so spies have the ability to fake shoot their gun.

All of these, but also add back in the Halloween gifts that only one person per could collect. The scramble for those gifts were so exciting. Balance isn't TF2's problem, it's that it's infested with bots and 14 years old.

Remove Casual matchmaking with the an exception for the unique game modes and holiday events for convenience in place of casual match making restore the early implementations of quick matching through community servers through a new server tagging system server owners can set according to what type of server they run (24/7, Crits Only/disabled, Alternative Game modes, Class Limits, etc) alongside a white/blacklisting system that can also be toggled in filters so people can find community servers to regular as god intended.
As far as balancing goes
