Well, SA came out 20 years ago.
Back then the only exposure most gamers (globally) had to black culture were rap videos on MTV and comedies with Eddie Murphy. There were no African migrants in Europe, there was no Worldstar or Black Twitter, so no one really knew how bad it is.
In almost every objective sense, 3 and VC are worse than San Andreas. The controls are less refined, the worlds smaller, the variety of weapons and vehicles is smaller, there's just less of everything.
And yet, every time I want to play some old school GTA, it is always 3 or VC. It is never San Andreas.

The controls were considerably refined from GTA3-VC, most notably with proper crosshair aiming, which the first two didn't have. Go play the games before posting.
I will concede, perhaps "quantifiable" is a better word. I mean in the sense that like, you can measure it has more features, it has more to explore, more to do, all the things that SHOULD result in a better game. But it just doesn't.

whats your favorite radio station(s) out of all the retro gtas? III and San Andreas' stations are all perfect imo. Vice City amd Bice Coty Storoes as well although I rarepy play the spanish one. I need to replay LCS but I remember Rise FM being more house instead of trance but it was still nice. I think theres a turkish station too. London 69/61s music is great too
My favorite radio station in the whole franchise is the wave, both the Vice City and VCS version, from III its msx fm and SA its K-DST.

This is definitely the best GTA game, in my opinion, even though I like 3 and VC a lot, too, with 4 being one of my favorites as well, especially due to gunplay. They clearly put shitton of love into it, and not even 5 is comparable to SA because, for some reason, the devs didn't understand or forgot why SA was great. With SA, you can see that the devs wanted to make the game they would enjoy themselves while with 5 it's like they tried to appease someone, even though 5 is quite ambitious, sure, but its flaws are fundamental and make 5 a disappointment.
So what's the best way of playing the 3D /vr/ GTA games nowadays? Steam version have some of the songs cut so I assume you just torrent some pre-patched versions. Can you get the PC version to be playable with modern (PS4/PS5 etc) controllers?
The FitGirl repack is probably the easiest way to have everything working. I'm not sure about the other games, but at least SA worked fine with a gamepad. Maybe you'll need DS4Windows to use a PS4 controller though.
