The only rule they clearly follow and haven't broken so far is that whichever region has NOT had a new game in the longest time gets it. That would be Johto. at the end of Gen 7 that was Kanto since we hadn't visited Kanto since FRLG at that point.
They do this so that every game is fresh in the minds of consumers (so they can buy plushies and toys of Pokémon from that region) and every game is accessible in a "modern" format, within reason
