Red without grinding is insane. You get there in your late 40s and his team is all around level 75, and all good pokemon with good moves besides Pikachu. Probably the only fight in the franchise where grinding is actually required to some extent, which is why the game gives you high level, easy to grind on wild mons in the area where Red is. There are actually some wild mons that will be higher level than you on mt silver

I’ll have to replay HGSS but in Crystal for Lance I was in my late 30s/early 40s.
The mons in Mt Silver are legitimately perfect level, they cap out at around 50 which is exactly where you’ll want to be for the red fight. That said, with smart exp investment it’s not hard to get a team of 6 to level 50 before Red, in HGSS you’ll probably be around 60 in fact, which is likely why they raised his levels.

Yes and in all of those cases it's only one custom move on one Pokémon and the move must always replace the third moveslot. The sole exception is the champion, who gets two special moves (Sky Attack on Pidgeot, and either Mega Drain, Fire Blast, or Blizzard on his starter). True custom movesets weren't possible until Yellow.

There's also the fact that the supposedly scariest mon on her team in DPPt is horrendously weak to getting Intimidated, and Sinnoh hands you strong Intimidate mons like candy.
Staraptor, the most common mon in the game on land routes craps on most of Cynthia's team and can cripple Garchomp with a switch-in.
Luxray, another mon that's super common can beat most of her mons too, and do pivot Intimidate-switches on Garchomp.
And Gyarados is of course the most common water-type, and sets up entirely for free on Spiritomb, but even if you don't feel like bothering with that, it can still just switch in on Chomp and neuter it.
At least for BDSP, they put Swords Dance on Chomp to stop this from happening.

Play Platinum instead, it's a 12 level gap there. You also have Route 223 and Victory Road to get some EXP from, and the random EVs you've gotten should help narrow the gap in stats

The fact Cynthia leads with Spiritomb makes her much easier in practice than on paper. You can use just X-Attack and X-Speed for the first several turns, heal up with potions, then sweep her team even if yours is super underleveled.

Honestly, I would classify Lucario as a SFMA. A borderline case maybe.
Base 90 speed isn't slow, but it isn't fast either, it's not a good speed tier for something with such low defenses and the points split between its two offenses leave it too weak on either side without a boost. But it has trouble boosting because it«s too frail and it has trouble sweeping because it's too slow even if it does. It's just kind of a mediocre wallbreaker.
