yeah,replayed the trilogy earlier this year, and I felt liek in 1 the bullet time wasn't mandatory at all times but rather a very limited resource to get you out of dire straits. Every shootout was tense as hell, specially when this was blasting:
meanwhile in 2 you have bullet time up the ass and the game expects to you to use it most of the time. Power fantasy is in. Tension is gone.

dude the bullet time in 1 is way more limited than in 2.
and you can still get out unscathed from some encounters in 1 without using it, since the ballistics in that game allow you to take a peak on a corner, shoot and hide without worrying about being hit, since enemy bullets took a moment to reach the player.

no, enemies have a slight delay in the easier difficulties, the game isn't filled with painkillers as bad as mp2 and something I forgot to add, the guns in MP1 are projectiles unlike MP2 that are hitscan, that shit just makes the problem even worse, in MP1 you can reliably dodge bullets unlike MP2.
AND I ALSO FORGOT TO ADD, enemies in MP1 have patterns depeding of the weapon they're holding, in MP2 after enemies spot you they just dump you a whole magazine instantly.

no, they don't, you can literally strafe almost all bullets if you have 4 meters of distance, with some weapons like shotguns you can strafe in their face and they won't catch you, your game isn't broke, it isn't installed in the first place.

just reinstalled 3 to see the sam lake mod and realised all of the challenge maps are just...the campaign again with the cutscenes and transitions still baked in
check if you have max payne 2 installed (if yes go to your control panel/steam and go ahead and uninstall that too, it is required)
install max payne 1
go to your register editor and create a new dword, name it "hell", save it, start the game and enjoy a new playthrough of one of the greatest titles ever released at it's best difficulty
