I really like how gen 2 has pretty memorable npcs because of their quirks related to the games systems. Like remembering "oh get Ralphs number to get the Qwilfish outbreak" or Alan to get a fire stone to evolve my Growlithe, or Nick being a complete prick, it's real great stuff

that's the fricking kicker. up until gen 5 all movesets are such shit it almost makes it fun to use these pokemon in replay and try to make it work. then they removed hp because everything now had a set up move, a pivot move, a priority move, access to tm learn all "endgame" learnsets, etc. maybe spec/phys was necessary to create a unique feeling between all monsters.

The better question is why is Fly such a garbage move? Its a flying version of Dig but its much weaker and has terrible accuracy.

It feels like there was some weird rule that Surf is the only exception and all other HMs must suck on principle. That and they all have to be either Normal, Water, or Flying typne.

GF overvalued the invulnerability turn of fly and surf is gotten later than cut (which is balanced against tackle etc for its point in the game)
