Majority likes cinematic movie games. Majority are very casual players. Majority played W3 before they heard about souls. I tried Witcher like 3 times and I just get insanely bored each time, I would rather play Batman Arkham or souls instead.
It's not "bad", it's overly simplistic, plus the character movement on release felt extremely bad and floaty. They fixed the latter by adding an alternate control option later, but the core combat stayed the same, more or less.
But like you said thanks to semi-active modding scene you can actually make the combat much more fun by using mods like e.g. W3EE/Redux, I recently replayed the game with it and it felt pretty good.
