I'd leave Learning and First Aid as individual skills but Eagle Eye - Scholar and Artillery - Ballistic mergers do make sense.
Heroes with Eagle Eye should be able to cast the learnt spell right after it has been cast by the enemy, because it being merged with Scholar is still kind of useless, compared to other skills.
Learning could be something, it is in Heroes 5, First Aid could have bigger numbers, like exp First aid could heal like 200 hp even, they could even bring back some units depending on their level of First Aid (like 1-2 units for basic, and maximum lvl 5 units at expert), First Aid specialists could do mass healing if they have first aid tent,
Not sure about Pathfinding Scouting merger though, they seem fine mediocre and actually usable skills to me.

WoG did that and as result turns out it's a super-busted skill, as it gives you in a single go a potent ballista and easy sieges, which circumnavigates the fact how weak those skills are on their own. >Make sorcery add 30% instead of 15 at max lvl.

I've had an idea to have Eagle Eye allow copying of creature abilities (petrificiation, death stare etc.) as spells into a hero's spellbook. Also give info to magic-related adventure map objects and chance to see enemy heroes who have cast adv. map spells on their latest turn.
Feel free to use it for your own mod if I happen to die in a missile attack soon.

H5 had a good idea with merging skills it seems.
H5's skill system is good but the rest isn't as good.

What if it allowed to learn Town Portal somehow? That would probably make it pretty useful.

As idiotic and balance/immersion breaking as anything coming from a hohol's dung-filled head. You're on the mental treatment after liberation list.
On top of spell learning it also gives the hero a % chance per level to counter enemy spells.
Heroes 5 had a really good idea with merging similar skills into one tree, made stuff like scouting less useless.
I will never understand why HotA bothered to remove resistance but left Eagle eye and first aid still on the game
