There's many way you can lie about the performance of a game and developers have been doing it for decades.
Every slimy company 20 years ago claimed they sold 1 million copies at launch, and then 8 months later they said they've only sold 200,000 copies.... how does that work? Well because there's two different types of sales, sell in and sell out. Sell in means they're selling to wholesalers, so not actual consumers. That's why they all claimed a million sales if they wanted to, that's why nobody cares if a game sells a million copies because we've been conditioned to think that's shit. Sell out copies are real people buying games by the way, and nobody includes that figure anymore.
One common way in the digital age to inflate sales is to sell keys. Technically you're not actually selling the game, you're selling the rights to a copy of a game, but they include it anyway in their "sales". For instance if a huge game like Cyberpunk sold 1 million keys day 1 and sold 3 million copies to wholesalers and then you add on the 4-5 million preorders, then you get ridiculous launch figures like 5-6-7 million copies sold day 1 which isn't actually what happened. Especially with games that were in early access for years (BG3)
Then since you can inflate the performance of your game to that level your PR goes through the roof and millions of people start buying your game thinking it's the best thing ever made. Add in a hundred million dollar marketing budget and you could sell actual fecal matter to people

Why is Final Fantasy such a joke nowadays. These games used to sell consoles.
Because they were lauded for their story and presentation, and the west (and Kojima) left Japan in the dust with that stuff from the sixth generation onwards. The moment you no longer had as much abstraction, the whole veneer fell apart. Dub voice acting and attempts to keep up with cinematic presentation exposed Square as much weaker at their supposed forte than previously thought. FF7's story is also uniquely pretty good by normal people standards compared to everything after it. The remake, when it wasn't being unhinged Nomura shit, made that very clear.
