They can just make a bunch of regional formes.
Arceus added a few Pokemon from other gens, I'd imagine they'd do the same for a hypothetical Johto Legends game.
only those made before gen 4 got in for free. the ones from other gens got in only because they got a new regional form and/or regional evolution

doesn't need to include (all of) kanto to include kanto mons, hell some johto mons aren't even found in johto itself but those certainly wouldn't be cut

There are no Johto mons. The Pokemon that were introduced in gen 2 were supposed to be newly discovered.
That's the whole point of every gen anon. Every time we get a new roster of Pokemon, they've just been discovered in the new region. It was never region of origin or some other autistic shit but rather where they were dexed initially in world, which lines up every time with where they are introduced for us.
