          Ubisoft decided to cash in and take a contract with the Singapore government that gave them a big tax break but in return they had to put out a standalone game with the studio they had there. The executives and producers they sent over to handle it basically treated it as a paid vacation, doing nothing but sit on their asses their entire day slaving away the locals to come up with something. Cut to a few years later where the game had completely been scrapped twice and there was absolutely nothing to show for it, yet they had to fulfill their obligation in the contract. Many of the senior and lead locals had left out of frustration with their management, so now the studio is in all practical sense a sweatshop where they hire bright-eyed graduates hoping to work at a big name gamedev studio and squeeze them dry so that they can finally shit this game out.

      Then they scrapped that but they couldn't cancel the game because they'd already taken tax incentives. They kept trying to relaunch with different leads but nobody actually wanted to do a sailing simulator and just wanted an arcadey ship game while trying to marry it to Survival/Crafting, Assassinating, 3PS combat, whatever.

        Bought myself? Anno 1800 or Ghost Recon Breakpoint (for $10). But I've gotten other recent ones like Far Cry 6, AC Valhalla, and Frontiers of Pandora as gifts. I don't think I'll ever buy another Ubisoft game for above $10-$15. They don't make good games. Their soulless, copypasted formula is nauseating.

      this is a very rough retelling but basically Ubisoft outsourced the game to some shitty third world country thinking they could run the dev team into the ground and pay them next to nothing, the government of that shithole country was so amazed and enthused that a company with money was opening a software development studio in their country that they rolled out the red carpet, and offered to pay into the project, once this started to not work out due to both the dev teams incompetence as well as Ubisoft's pants on head moronic ideas on how to make the most possible money from the game, making the dev team scrap what they had and rebuild it several times Ubisoft tried to pull out of the shithole country and cancel the game outright, but at that point the government had invested so much money into the project and Ubisoft signed on to agreements were legally forced to not cancel the game and see it through

      they lost untold millions of dollars developing the game, and were getting nowhere, everybody knew it was going to be shit and be a huge loss, which is the sole reason why the moron president at Ubisoft labelled it as a "AAAA" game

      what we see now is the result of an entire decade of incompetence from top to bottom for all parties involved

      They did think it was a terrible game. That's why they kept rebooting it and trying to catch the latest hot trend. Started out as a Destiny /Division clone but with boats. Then they flipped to Battle Royale. Then to team-based "hero/ship class" arena battler. Then to Survival/crafting pirate simulator. And none of any of that worked. Also, each time they reinvented it they also reinvented the setting because creative could never agree on whether it should be a historical fiction game or a complete fantasy alternate timeline setting.
