I don't understand why people say that Kairi lacks personality. What I see is the opposite problem: she has two of them. I mean, in the first game she is completely different character that in the later ones.
As for her relevance, she is one of the princesses, and Sora's girlfriend. I don't think she was ever meant to be any more than that.

We probably would have gotten a mainline game with Sora, Kairi and Riku as your team the whole way through if Disney didn't make it a rule that they had to almost constantly have Disney characters on screen to be allowed to use their IPs.
She hasn't had no relevance though, she is basically Sora's biggest motivation for everything he does in his games.
