It's difficult to chase. Even if you manage to disc boost enough to run down the capper in time, you'll get killed before you can return the flag. It takes them 3 seconds to leave your stand and be back in enemy territory.
And the flag stand defense options are pitiful. You get HOF and mines. Mines are cleared with a disc, and the capper gets increased flag grab radius so he doesn't have to touch you. The only realistic option is to use a grenade on the stand to force a drop right after the grab.
even the best chasers in T3 are struggling to chase. the LD chaser role sees almost no play in competitive pug matches anymore, and have been replaced by snipers and mediums roaming the midfield.
