No, JA works the same. From the JA2 manual:
"A mercenary's movement speed depends on their physique, energy level, and
the type of terrain. In combat, it also depends on the number of action points a merc has."
There is no separate pool for movement and shooting.

By the way, a merc with a larger AP pool uses more APs for shooting. That way the amount of shots a slow and a fast character can make during one turn is the same. It's a small detail not everyone is aware of. Maybe that's what the other Anon meant?

What bothers me is what the utility of burst fire is supposed to be. Also the general character design, the clothes don't fit the tropical setting and they are plain as frick. It's like some fat neckbeard who wears Metallica t-shirts, basic jeans and sport shoes with white socks designed them.
A few characters look alright Fidel, but most like Fortnite rejects. Nail constantly wearing a biker vest was a joke in the previous games, now Meltdown runs around with a leather jacket in an African battlefield and Thor wears flip-flops all the time. Why?

All thanks to progressing penalty per bullet that made shots more and more inaccurate deeper into the burst. There was no distinction between the burst and full auto too, so your merc could always let loose more bullets than you expected. It actually got even worse in 1.13 where the amount of accuracy bonuses they've added made single shots hit heads 100% of time but couldn't salvage automatic fire (hence why the development of NCtH began).

But it was balanced. The downside of bursting was lower accuracy than aimed shots and running through ammo quickly.

We had Gears of Wars Tactics Edition and Wasteland 3 had decent budget for what it is. I know these are exceptions but we aren't in complete darkness.
Does Wastleland 3 get any better? I got a few hours in and the only thing I liked were the ballads you get for end of mission fights
