Maximum Impact is ok, but some characters have very distinct advantages over others. They gave Lien in MI2 an area denial move like Goenitz' tornado. Shit was weird. It had those dial-a-combos too.
And probably the first KOF with an English dub. Amusingly, Terry doesn't have one because he already speaks (broken) English. It's from this game that the "JESAS" and "SHIT" samples come from.
Is KOFXI any good? Looking at it online, it looks like a cobbled together asset rehash. Not too unusual for asset reuse in that time, but this feels more haphazard and hastily made.

It's complicated. KOF XI has an arcade version, and two PS2 versions. The arcade version had loading times (??), while the PS2 versions play differently. The modes and characters are the same, but one of the versions feels very slippery, almost like a completely different game. IIRC, the "good" version is the japanese one, and the bad version is the PAL one. But it could be the other way around.
Anyway, XI was the last game made on the old engine (MVS), and it shows. It's more of an "expansion pack" to KOF 2003 than a full game.

KoFXI was the first mainline game to ditch MvS and ran on Atomiswave, actually.
Why does 2002 UM's soundtrack and presentation seem miles above the rest of the franchise? Even base 2002 pales in comparison.
I hate UMs presentation compared to 02. That horrible character select screen with the lame art that replaced the fun, cartoony sprites.
I'd say it's on par with 99 and 2000, definitely top tier
