Total war is a historical rank and file game, it only works with fantasy because it is a pseudo-historical. 40k can't work with the systems that CA have.

CA won't release another game, I'm calling it now. Sega already forced them to cancel Hyenas and have begun laying CA employees off as part of a "restructuring". CA won't release another game and within the next few years, Sega will shut them down completely and hand their IPs to another studio.
Hyenas was bad on many levels. Anyway CA can save itself with Nagash DLC and doing M3 Total War since all the slavs and turks get their peepees hard over the idea of reliving the moment of glory their nation had 700 years ago.

40k isn’t about formations and large scale units with low individual flexibility. If you want a 40k game than something like Wargame or Warno would work better where you can deploy individual squad sized units and have vehicles and aircraft.

Warno/SD1-2/RD etc... are cancer games for autists. not exactly a great model for something with an established wide market share. 40k ultimately needs to be accessible normies.

Space marines are the main army where squad combat over numbers combat makes sense but they'd just be an elite focus army where you swap out scouts and chapter servitors for proper marines at T3 and chapter veterans at T4 with Terminators at T5.
TW has sucked at ranged combat for a long time now and I doubt they can make it better. More than likely they will make it even worse.
Also can you imagine how bad any kind of cover system would be under CA? These fricks haven't ever been able to get units to act right just standing on walls.
It literally just doesn't matter as long as the initial launch factions of Blood Angels, Emperor's Children, Craftword Ulthwe and Hive Fleet Buttmunch are well received you don't need more than a basic structure. The question is if TWW40k is set up like TWW with 3 games leading to the indomitus crusade or if it's one game with 60 DLC. The latter makes more sense if they just want to slap "DLC: Space Wolves" and "DLC: Fabius Bile vs. Cawl" into the game without having to figure out their own spaghetti code.

You already have <10 men units, you already have guns, you already have blobs instead of blocks. The only thing I don't know that exists already in the system is loaded transports in deployment, but surely that isn't that hard.

Based on what? You have no idea. The real reason it hasn’t been done is because GW don’t want them cannibalizing their 40k audience. They only let them have WHFB because they thought it was played out. It’s blatantly obvious that the success of TW:WH fuelled the return of TOW, so I’d be amazed if they let them have a crack at 40k unless they’re confident the extra income from the licensing will offset any loss of tabletop sales
