It's the same for most games. If you look at achievement stats, you realize how many people don't even bother trying to complete games they buy. It's actually worse than that because the stats only track people who have launched the game, not people who bought it but never played it.
Mods disable achievements in Special Edition, unless you install another mod that allows you gain achievements while using mods.
I realized this after like ~300 hours and then didn't install the mod anyway.
Most peoppe just buy a game and leave the computer running in the main menu then after they racked up enought hours they close the game and make a review.
Most people do not actually play games to the end or even halfway through.
Its the same for every game.
I keep trying to get into Skyrim but every time I try, I just completely lose interest a little after Whiterun. I don't know what it is, maybe it's that first-person melee combat games aren't really my thing, it's why I've never done a melee build in Fallout 3/NV either

marketing companies are paid by publishers to keep the steam reviews ratings in the positive.
think about how much money gets put towards "marketing" in the industry by the publisher and think about how much impact Steam reviews have on purchases.
Its worth buying copies of the game, to stack those reviews, I would think Steam is happy to heavily discount them for the bulk purchase price in order to take a good profit.
