And I always considered the Oil Ocean zone to be the worst. Starting with the bland music, but also levels consisting of mostly riding in things that just shoot you around the zone without need of a controller.

Hill Top always seemed more like a repeat of the standard Green Hill/Emerald Hill 1st level again. Like a mostly generic level that had no good theme to it.
It was revealed in one of the interviews that Act 3's layout actually comes from the scrapped Genocide City zone. They never finished the art but didn't want the layout going to waste, so.
Sonic 2's development is such a mess, no wonder the level design turned out so bland and cheap. I didn't get the hype for most of the zones in Sonic 2, but I really liked my first run on Metropolis because it is so different from the others. It's an awesome factory level with awesome music.

It felt like I was getting close to the end, and after Metropolis Zone the game design changes to make the goal about pursuing Dr Robotnik as he attempts to escape to space rather than undoing the harm he has caused to the animals he imprisoned.

It's average. I would out mystic cave zone at the bottom of Sonic 2 zones. I don't mind the spooky music though.
Good stage music tho. Hill Top Zone has nothing going for it outside of those neat looking dinosaur robots.

I loved the transition, it feels like a natural progression to the first game ending in Scrap Brain.
