It could be some "epic ruse" and he appears later on, but I somehow doubt it, they probably just didnt want to program his animations/AI
They didn't cut the dog IGN saw an empty trap and yelled out DOG IS CONFIRMED CUT and idiots believed them.
It's going to be like Kendo in RE2 where it just doesn't appear as early as it usually does and then when it does show up the game will look straight into the camera and go "Remember this gamers? Do you remember the dog? Remember "Hey, it's that dog?" Remember how charming and original that moment was?"

Have you played Re8 ? Its the same problem, but turned to an absurd degree. They didnt know how to top the enemies, so they made them bulletsponges and dragged it out way too long

They completely redesign the entire island segment so as to be almost unrecognizable.

I played the game for the first time recently and I had always heard people complaining about the island but it didn't seem that bad to me outside of the helicopter part and the Krauser bossfight, and even those parts weren't that bad. Also it had Regenerators which was one of the coolest parts of the game.
It's really just the entire final stretch with all the soldiers that irritates me. The parts in the lab are fine.

Aslong as theres a tight mercenaries mode, unlockable costumes and guns. Im a little wary that the atmopshere seems a lot more washed out with the blue back tones it looks like another grimdark remake. Original was also grim but the atmosphere was spot on with the dusty browns and yellows ... i dunno feels more "spanish"
Yes plus new thing to do in new game plus like unlock guns and do extra side missions would be cool and Extra stories for hunk Krauser Ada luis etc

It needs the fedora tip costume, Leon has to say "Saddler, your small time" , "no thanks, bro", and "your right arm comes off?". You should be able to cheese the Krauser fight with the knife and the Salazaar fight with the RPG. You should also get fricked up by Mendez if you got back into the room right before the Doc Salvator fight and demolished by the fish if you shoot the lake at the pier. And yeah no movement while aiming would be nice. I haven't watched any gameplay or anything yet because i usually just get jaded.

From the gameplay trailers it looks like you can move while aiming but it looks like they might have made the enemies a bit more mobile to compensate.
RE2 Remake had that thing where if you stood in place you could do focus shots which was way more efficient so you would basically play it like the classic games where you position yourself first then start shooting, I can't find any examples of them doing that in the RE4 trailer though.
Id be ok with that. I liked Remake 2 for what it was really; but aye I looked up the gameplay finally and it looks like the crosshair and everything just ported right over from 3make. Kind of lazy? But I pass no judgement until its out and I see what they did with the rest of the gameplay. I really hope the Red dot sights are in there somewhere

If 8 is anything to go by it will be trash. Sound design, enemy feedback and gunplay are absolute garbage in 8. In fact in all nu re games. Whereas it is perfect in 4.
