FF14 is a deeply flawed game and I'd rather get banned than play FF14 without mods. The vanilla raidframes give me cancer and I've modded them to be useable. Noclippy is 100% mandatory if your ping is above 80. It shouldn't be that way, but it is.

Real life has historically followed a similar flow. There are two solutions to crime prevention.
First is surveillance and law enforcement, we see this a lot in modern times because it's efficient and easy with the wealth of technology that enables it, from CCTV to digital currency to registration and licences that help track individuals and punish them accordingly.
In the past however, this wasn't so much an option. You couldn't actively police the streets, it was impractical. So instead you just escalated the punishment and made it so severe that no sane person would take the chance. Punishments included public humiliation, pillories, lynching or just straight up execution. Better yet you can combine them, kill someone and humiliate them afterwards by leaving their corpse on the noose to set an example, let people know that if they frick up, this is what happens.
Squeenix has said they can't go down the surveillance path, so the example route seems to be their only option. I want some brutal bannings to happen to all these streamers ASAP.
Neither of those worked, and in fact harsh punishments have been shown historically to be essentially worthless at crime prevention beyond “This guy won’t commit anymore crimes.”

The west does have endemic attitudes towards crime. Poverty, quality of life differences and a non-homogenous culture means there’s areas and whole segments of society where certain types of crime are just straight up normal. Compare that with say Japan, which has a homogenous culture, and a strict cultural attitude against crime, even the endemic criminal parts like Yakuza are being killed off.
