Some cards right now are kind of annoying to buy singles of, so there's a few instances where like the Chien-Pao ex deck and Mew Vmax League deck can get you a lot of the cards you need for just about the same price as singles plus a bunch of other cards that are sometimes useful in other decks.
Your average Worlds meta deck is basically around <$200
You also have to realize that pro TCG players buy an entire swath of elite trainer boxes, display booster boxes and have to fight against investortards for prized singles

If they can do that, why not have a "battle simulator" mode where you put your Pokemon in (you have to have caught them in game already) and then can edit their stats? the real problem is that genning pokemon for vgc is so prolific:
if you look at other e-sports and sports: new competitors are only competing locally and at small competitions, against other new competitors: those people don't have the best equipment, or the time to get the perfect stat spread of pokemon. so if you don't have PLA then its fine becuase you're not at that big of a dissadvantage over the average competitor. the problem would only really be apparent in the higher levels of play where that stuff actually mattered, but thats also the level where you can expect people to be invested enough to actually have all of the stuff.
The real problem is that genning is so easy that some new player gens to get the perfect edge over the other new players, which means that the other new players can either be disadvantaged or cheat.
so just be more strict and actually enforce the rule that already says you're not allowed to hack pokemon

Getting a 0IV Ursaring in PLA takes like 5 minutes especially with rng manips
