Resident Evil and evil within are more like "tense" games, where the "scary" part is just you dealing with enemies in cramped spaces or with little to no tools at your disposal. They quickly become action games half way trough because you are loaded on weapons and items.
Fatal frame in the other hand is legit scary all the way trough.
That's weird because I think TEW peaked in the midgame, like chapters 7-10. It declines after that and some of the early ones like 3 and 5 are pretty good too.

The Evil Within's style and originality stands tall even to this day: the color palette, location design, pure black shadows and grainy light effects make it feel special, like a horror movie game done right. It communicates its grindhouse style and has quite a few beautiful shots and framing but integrated into the gameplay. Then there's the levels and their design, it takes classic "nightmare" ideas like abandoned hospitals, villages, dark dungeons, apocalypse crumbling cities etc. but twists them into something original yet familiar with a Mikami coat of paint. Some are better than others but overall it feels like a real nightmare, accompanied by the soothing recurrence of Tatiana and Clair de Lune.
There's a reason it's a cult classic even compared to its direct sequel. It's a damn good game.

You're right, I played The Evil Within for the first time last week and was severely let down. Generic stealth gameplay to start which quickly gave way to a bland action shooter with waves of enemies. There's no actual momentum or build-up across the game as you just randomly appear wherever the next set piece is, and after enough random bullshit happens you finally get le ebin cinematic final boss.

the evil within had a pretty strong start but almost nothing else had the same effect on me after the sadist
yeah they blow their load pretty quick with that game, same happened with GOW3, the Poseidon fight is easily the best part of the game.
