It was just boring, the Pokemon and characters were not memorable.
It's not even a terrible movie by Ashnime movie standards, as it's definitely not worse than the Gen 5 or Gen 6 movies. I wouldn't even put in on the top 5 worst. So the impact of Covid must have had it tank very hard.

It wasn’t any worse than the last few.
It didn’t get a theatrical release since it was set to come out during the middle of 2020 and got cucked by the COVID 19 pandemic.
They put it directly to Netflix instead without any DVD home release or television airings with no marketing whatsoever and unsurprisingly nobody watched it.
The movie itself is a ripoff of Avatar with a little bit of Tarzan thrown in but the father/son dynamic was pretty good.
I’m not kidding, the entire climax is the militarized scientists blowing up a giant sacred home tree for its expensive resources and the main human kid getting disowned for “not being one of us” by the Zarude. It’s lazy as frick

Unless you mean in burgerstan, but 99% of theatrical anime movies never get theatrical releases there, including most Pokemon movies, so who cares.

The crazy thing is that they had the balls to depict Koko using Jungle Healing, after multiple statements that "humans can't use Pokemon moves" and we'll NEVER get to figure out what the frick was up with that.

The I Choose You movie was decent though.
ICY was probably the most disappointing. A reboot of the original anime with a higher animation budget is something a lot of us wanted. Instead it was just a lazy greatest hits of Kanto without much of stuff that made the first series memorable.
It was a good movie. It was Covid that killed them, not your dumb bait.
It's kind of mind boggling that the second movie is the only one where Team Rocket feels like an active part of the story and isn't just there for comedic relief or one single scene where they kinda do something of relevance.
If Koko was a girl I bet she would have made better money
