nobody said it had to be identical? people are just comparing it to ursaring because that's the other bear Pokemon, and it clearly illustrates the contrast between a more natural silhouette and an artificially shaped one. but they could give beartic a more natural shape without it looking exactly like ursaring, have some imagination bro.
also it might have been the intent to look like a snowy mountain, but it's not conveyed very well. concept doesn't always translate into execution. it just looks goofy.
