Consoles are mass produced and they cut costs that way. Also they aren't general purpose so they can be optimised for very specific gaming thingies. Consoles will struggle at most basic things PC can do and PCs will behave less impressively than consoles for a few things(modern games) that they are optimized for.
Also, my opinion is that you genuinely just got scammed if your pc can't do that at this price. My 5year old build cost slightly less than 400 and can run GTA 5 on ultra @1080p with 45-55 fps

If you're only interested in 'mainstream' releases with no proper modding capabilities and don't want to do anything else besides gaming, go for it. But trust me, having a PC is simply worth it, even a cheap one. Have you tried rendering the game at 540p and upscaling, and setting ray tracing to the absolute minimum? Because that's what the SeS is doing. It's not rendering anything at 4k, not even the most basic game.

If you want a computer that solely runs video games, then sure go ahead and get the console. If you want a computer than can do video processing, image processing, audio processing, AI processing, or really anything above and beyond what a chromebook can do, may as well go for a PC that can do gaming as well as that other stuff.

Resolution makes everything way sharper, so you can skip on AA. It's about as important as textures. The rest is just bonus.

Lightning makes a pretty big difference too but rarely changes too much with settings unless it's an ancient game. Nicer shadows are kinda overrated IMO, as is FPS. I rather have max details and constant 25fps than low settings with 120.
