kwin enforcing VRR on non VRR setups by default but in turn HALVES the entire window output (running reflect or glxgears shows it does run at normal maximum fps)
solution: import edid (may not fix) to kernel init, downgrade KDE, downgrade NVIDIA (whichever of two since any downgrade breaks the buggy VRR implement/initialization)

mix monitors (any of 120+165+144+60 hz):
all turn 60fps, unless your monitor (edid) supports VRR and it shows up on settings
solution: turn VRR however there will be performance regression due to default triple buffer (but also output may get halved either way like above's problem due to fail syncing of compositor to vblank)
well it's good since you can now at least have decent enough multi monitor output but this broke the typical setups which are non-VRR and single-monitor users above

my other theory is that the compositor probably also tries to sync the framerate to tty2+ so the way to fix is actually enforce Kwin to use your preferred refresh rate

i think better VRR is available on plasma 6, i know there were issues.
Again however most of these issues appear because of NVIDIA themselves.
Not saying you should not report an issue to KDE if you have NVIDIA but most likely they are unable to do anything because the issue probably exists within the NVIDIA driver.

Just installed arch and kde. When I move and resize windows, fps drops to 15-20. This is on 12700 with a5000. Terrible experience

How come the most popular GPUs (by an enormous margin) and also by far the most performant and technologically sophisticated have so many persistent issues in Linux? Why are the same drivers usually perfect with no problems at all for the vast majority of Windows users?

KEK, even if that were true, it doesn't mean the Linux department has the same competence.
I experienced this KDE shit since 535, it was TERRIBLE, I had to downgrade to be able to use my PC - it made me realize Njudea doesn't respect Linux, so I upgraded to an AMD CPU and now it works.
It works on Wayland OOTB, I didn't any unreasonable bugs or inconsistent framerate or whatever shit.

like what? Linux is now by far NVIDIA's biggest GPU Market, and the important things just work.
Some wayland homosexuals keep crying about it, but otherwise even in gaming related crap, nvidia offers more and better features than AMD does. Nvidia is also really quick with supporting new features (or supporting them at all) see ayymd raytracing or hdmi 2.1 support.

Been using a 4090 under KDE/Wayland/Fedora 38/39 with 3 monitors (60/60/144) for over half a year with little problems. The main issues are just general Wayland non-Nvidia compat problems with some apps, and occasionally (and increasingly rarely) the displays get fricked up when waking from sleep, requiring a reboot or logout. Current driver is 545.29.06
The shittiest part is launching games through Steam. Proton and games themselves work perfectly, but the Steam client is buggy and flickers like crazy sometimes. Not a big deal unless you're epileptic or a whiny b***h.
Idk if I accidentally became a Linux expert at some point, but I have had a generally excellent and painless experience with this set up. Maybe the ppl having issues are moronic, or poorgays who can't afford a 4090? Seriously this shit is rock solid for me.
This is precisely the sort of crap that keeps me from bothering with desktop Linux.
