It was in danger due to being a mega shitmon but Serene Grace and Togekiss saved it, it's not a failure.
Zoroark tried to shoot for the moon and be the next Lucario but failed at that
They did too much to make it dorky. The design could tolerate fur-pants, twigs for upper arms, or a severely tear-drop shaped body, but not all of them together at the same time.
It was just the low exposure you have in the game to Zoroark compared to Lucario in DP
That certainly didn't help, but all of the fan-art changes at least one of those, and even the merchandise avoids the proportions issues.
Lucario is popular for all the wrong reasons so Im glad Zoroark wasnt corrupted

Togekiss and "Cynthia's team" exists so ultimately the line won and secured its permanent place in the zeitgeist.
But Togekiss isn’t one of her staple Pokemon. It sometimes gets replaced by another Pokemon like Braviary because it wasn’t on her DP team. It will always play second fiddle to Garchomp, Lucario or even Milotic.

I played Gen 2 for the first time a few months ago. I took the egg thinking it'd hatch into some cool shit like a Ariados or Mantine. When this little bastard came out, I immediately went to the PC and released him. We do not accept shillmon with garbage movepools into the Johteam.

it was as popular as any of the other anime mons back in the day
it's just that time has passed and its relevance faded
I don't know if or really think it ever failed per se, since it's cemented itself in the Mystery Dungeon spinoffs and that side of the fandom.
But among the early shilled Gen 3 Pokemon like Blaziken and the Lati@s, I feel like Kecleon kind of failed to be pushed into deeper popularity or cemented as the first Pokemon in most casual and hardcore fan's heads when they think of Gen 3 like the aforementioned or say Gardevoir or the Regis, despite being one of the first shown Gen 3 Pokemon, and also having a special Purple coloration that for some reason just wasn't and still isn't the fricking Shiny.
Also got cucked hard with Protean but that's completely unrelated
