They stopped shilling Roar because it was a Fire type that was better than CHARIZARD in VeeGeeCee, the only reason Cinderace shilling continued is because of Cinderaces seconday role as a soccer mascot.

I want to say Zoroark, but Game Freak set that Pokemon up for failure, Roar got the whole kitchen sink thrown its way and still failed.
I don’t even think Gamefreak wanted to promote Zoroark. Sugi describes its movie promotion and subsequent shilling as a happy accident at best; anime execs contacted them asking for a pair of dark types for a movie, and they decided to repurpose two they were already designing for BW into anime tie-in eventmons.

It was in the top 5 of the most used Pokemon for the entirety of last two gens. Even when they allowed restricted mythicals and legendaries in VGC Incineroar was still a staple, and it will always be in any game it's in. Better get used to it.

It was only in Smash by decision of the Smash director, not because GF asked them to.
Its popularity was never shilled, it was organic

I don't think it flopped so much as they just shelved it to promote new mons. It was miles more popular than any gen 8 starters and they tried to have cinderace take it's place to no avail. Greninja was pretty much dropped from shillmon status as well.
And yet it's been dropped from shilling, while Cinderace and Greninja are still getting stuff after their gens have ended.
