Just looked up OP's image, a lot of thought went into the region damn.
I imagine that the author came to the conclusion that if he wanted to include all kinds of climates he could not focus only on one country and opted better for the continent, so he could use the Egyptian desert in the north, the Kilimanjaro in the east, the humid jungle of the Congo, the commercial ports of the Ivory Coast and South Africa, even Madagascar as a possible postgame, but I have no idea that that city is the center, I thought the main cities were in South Africa.

It's true, but honestly it's so unlikely that they'd want to focus on an African country that if GF gave me the choice between a simplified version of Africa for a Spinoff or nothing, I'd choose the first option.
The best opportunity we had for Africa to appear in the main games was with the Paldea DLCs due to its geographical proximity, but no, let's go back to Japan and America.

Maybe I'm wrong but I think TPC is in a little bit of a pickle. They've doing been doing the diversity thing a lot in recent games and it hasn't really been a big deal because they only did it in western countries where it's uncontroversial. So what's going to happen when they do a non Western country like one in Africa? Seems like a lose lose situation. They can't just reverse course and remove all the diversity from the games, but if they try to shove random other races, mainly white I guess, into a region based on Africa, people are gonna blow a gasket.

Can't you just imply that the region has different roots than it's irl counterpart? N (who is white) is a direct descendent of a king who ruled 1000s of years ago in the irl counterpart of NYC. Nothing at all like it's actual history. If you give history to an African inspired region that isn't filled with colonialization from other races from ~150 years ago, then you don't need to tiptoe around it. If white people can exist 2500 years ago in pokemon NYC, then you can have as many races you want in pokemon Tanzania or whatever.
As long as they don't do something really fricking stupid like picrel, then TPC should be fine.

RE5 was a garbage game. If it was or wasn't rascist that didn't negate the fact that it was overall a weak RE game. Also RE4 did try to at least put effort into the setting, RE5 used a fictional West African state "Kijijiu".
So having an African setting and half-assing it is so cliche at this point that it's like "why do it"?
yeah, the key is not to half ass it an absolutely not make it the entirety of Africa. It needs to be maybe a sigular country, or a couple (if you can find one devoid of intra-ethnic genocides). You can still do silly biome stuff, but you shouldn't skimp out on the cultural stuff.
