Surely the world governments would be trying to outdo each other with superweapons? Furries would try to make the ultimate waifus? Or even zoos creating replicas of legendaries?

One answer is its too expensive. The real answer though is they had that seizure thing and pretty much deleted porygon from history at least for a while. Who knows maybe they would have explored this concept more if it werent for that but seeing as its an interesting concept I doubt it.
They did. But porygon didn't turn out the way they wanted after they upgraded it twice, so they decided, why bother?

The bulk of places we know of are literally the same country and the ones that aren't might be part of it too.
There simply doesn't seem to be any sort of international competition, not to mention Porygon wasn't useful at warfare anyways.

Canonically, its being researched WHY it appeared in the game corner, but the mon itself is legal.
