I've been playing GTA4 on pc since it was released in 2008.
I've been playing at 60+fps since 2008. All you ever needed to do was add in the commandline.txt that unlocked the forced gpu and ram limitations. The readme file on how to do this has existed in the games directory since the game was released in 2008.
And if you post on the steam forums this probably isn't the first time you ever read about this because it gets posted in every fricking thread there because some zoomer pc illiterate homosexual like you makes moronic posts like
