He did, but instead of using his status to prop up all those different projects he decided to frick over a bunch of different games being made outside of his own stuff. Most famously he kept fricking up Sonic Xtreme because, even though he wasn't making Sonic and kept his hands out of Xtreme, he didn't like the idea of filthy baka gaijin piggus making a flagship Sonic game. Got to the point where he threw a tantrum and threatened to leave Sega if Sonic Xtreme used the same engine as Nights, ironic given what happened a decade later.
He also made Samba De Amigo

Naka's legacy is him being overprotective of Sonic & SEGA of Japan to the point of burning bridges, cancelling games, costing people jobs, and kneecapping games with his odd design philosophy. His post-SEGA output ranged from remarkably simple to outright bad barring that Wii version of Rodea which was fricked over by the publisher and overshadowed by the bad versions of Rodea that Naka didn't work on. Then Balan and the insider trading happened and he was done.

Naka, how is this even a question? Inafundme didn't really frick up until MML3, hell, if it wasn't for his autistic westaboo attitude we would never have gotten shit like dead rising.
Inafune did more damage but never had bad intentions outside of greenlighting games to try and keep his job near the end of his time at Capcom, though him shilling NFTs lately is sad. Naka fricked a lot of people over when he was a decision maker at SEGA and committed a crime.
It wasn't just Balan though, he's done a few other bad things before Balan that more or less screwed Sega over.
This included shit like:

Balan and the insider trading scandal are just the most recent excuses people are using in order to skew Naka's image closer to that of a villain. In a way he definitely is one, just for reasons that go beyond one shitty game.
