Yes. I fricking hate when people grind to crazy high levels before the E4 personally, you're meant to be underleveled for those fights. The rival battles beforehand are usually a pretty good gauge for what level range you should be in.
Because it's a test of how well you know your type matchups and core game mechanics. You're meant to be the underdog so you have to rely on your wits instead of just stat-checking all of your opponents.
The fact that you're free to do whatever you want, however, kind of defeats the whole point, but the intent is still there.
