If you're talking about just hoi4 it's because germany is the most fun to play.
Not even /misc/shit or anything, it's just designed as the faction that drives the game forward. If you're new it's the easiest because you can guide the war and start at your own pace.
If you like alt history you probably play them because otherwise the world usually goes down the exact same route if you don't, unless you use custom game rules
If you like to frick around then fascist is the easiest to justify war goals with since everyone else waits around for world tension
If you just want to wargame then you're powerful enough to immediately fight on every front with a lot of power and can ignore navy entirely if you want
Canonical losers so it's more of a challenge and you go in multiple directions, whereas if you're soviets you basically have to build up and then just fight westward the whole time.
If you want a real challenge that isn't just being poland and cheesing literally 1 tile then most of the hardest mods all focus mostly on them, in particular 1944 or 1945 scenarios
Most other countries I've played feel like I'm circumventing debuffs instead of positively building towards something, and USA is just op since you'll win without doing anything.

They have the best combination of difficulty and variety of options in each game. Your Frances and Japans only have one direction to expand in and can easily do it if you're remotely competent at the game. Germany can do anything but will have to take on the rest of Europe at least once before they're unbeatable.

Without any political biases: Germany is positioned with a lot of expansion targets. It's right in the middle of Europe where a lot of action will be happening. It's not landlocked. In most time periods it's fractured, so you're not just taking the reins of a united state, you get to build it yourself - but, while it is usually fractured, it's also pretty large and powerful so it's not like playing an impotent minor country the whole match. German culture is aesthetically pleasing: the language looks and sounds cool, the architecture and fashion is nice across many time periods, and they are basically the fathers of music.
Basically, everything about it is tailored to be the ideal playable country in Europe. Japan is a bit of an eastern equivalent, but at least in V2 the limited unciv gameplay kind of ruins it.
