im picturing the courier lounging in the legion camp, smoking and pounding beers while leafing through the speech magazine, then suddenly remembering there's a battle on and stumbling over to Lanius. "You can't west if you east" and suddenly he's surrendering

Talk to him like his LARP daddy Edward does and make him go find another fight somewhere else. Why is anyone surprised someone convinced to dick around the hot ass desert wearing historical reenactment gear can be manipulated again?

I hate how every build is viable here
You should not be able to just magically stop the battle by talking
The battle is inevitable and the ideologies + practicalities of both sides make it so
A speech build can't change that but should be able to influence things around the side, like the order of battle for each side, the tactics and battle plans, who goes to the battle and who deserts, supplies and supply requests in preparation for the battle, and so on
So a speech player can influence the outcome but cannot avoid the battle itself

If not all builds are viable then why let players pick a build? Just have it be like Fallout 4 where it's primarily a shooter.

Not all builds should be able to do all things
Just like the classic complaint about elder scrolls, where you can max out all factions even when that makes no sense
(something which new vegas fixed by having faction reputations and not allowing you to be legends of both NCR and Legion at once)

Not him but why is "beating the game" not something that every build should be capable of?

I agree but thats a bigger issue I have with the dlc level cap. And the skill system in fnv. Its far too easy too max out almost all skills even with low int and not selecting educated, which makes every build ultimately good at every skill. The level cap never should have gone that high or the skills per level should be 1/4’d. You should actually have tradeoffs for your character by the end based on what you focused on and be weak in other areas consequently.

I guess that's an issue with fallout 1 as well since I'm pretty sure that's where the precedent was set?
More seriously though I think I see your point. I guess the issue is that as a speech character you shouldn't be getting anywhere NEAR him, you should be able to solve the final conflict and beat the game without involving yourself personally in the battle at all.
Having it so that speech is effectively just a different kind of weapon to defeat the final boss is lame.

But you don't avoid the battle, you had to carve your way through Hoover dam to get to Lanius, the fact you're here means the legion lost its choke point and NCR can enter their lands unimpeded just like they planed in the first battle
the final speech check is you convincing him to withdraw to try again while they still have a command structure to do so

FNV is piss. I go full speech, medicine, and barter. Max Charisma and Int and dump the rest. Still can kill any enemy in the game.

I do think that it's more forgiveable to not have all builds be 'viable' when the game skews more towards player skill (mechanical) like in a shooter, as opposed to a game that prioritises player skill (statistical) like the original CRPGs.
In a CRPG if you build your character wrong, you can be fricked over if the game doesn't have every build be viable (you might be gated by a combat encounter or other skill check your character can't do). In a shooter though, even if your character isn't built well enough to speech his way to the end of the game, you can still shoot dudes well enough to see end credits.
I'd argue that FPSRPG is a superior medium for role playing as it means the devs no longer have to ensure that every build can make it to the end on their own terms. You can still include routes for sufficiently well built speech or science or whatever characters to make it to the end, but then if you haven't built your character that well you can still make it, just with more shooting. It's the best of both worlds.

Can't you do the same thing you can do in all Bethesda games? Jump on a rock and shoot him because the ai doesn't jump.
