No, the late 00s were some of the worst, as your example shows. There were exceptions like Crysis on strictly technical grounds or Mirror's Edge, but the period overall was bad.
Mirror's edge was so good. I miss games with soul like that
I hated brown'n'bloom, but at least those games were well optimized. If you had a high-end PC you could reliably play those games at 60fps/1080p on ultra for years.
Mainly because games stuck to DX9 for too long. We barely got any DX10 games. And by the time DX11 became widely used we already had second, third or even fourth gen cards for that.
I really liked Resistance 1, first game I got on PS3 and the online was amazing fun.
I was more impressed by Motorstorm's visuals than Resistance.
For me it's early 2000.
Always loved how clean and simple textures look at a decent resolution.
It was the sharpness and the hard-looking surfaces that was the best about early 2000's, then somewhere along the line with 360 and PS3 everything started looking like things were made out of wax or plastic.

When I played GTA V if felt like I was running in circles because there was either buildings or nothing, and both looked the same.

Games where developers have to put in more effort with the lack of tools available at the time will always have more character and charm than ones made recently where the tools are available and developers expect said tools to do the work for them.

I have yet to see a game match the genius artstle of Mirror's Edge, and that game was made by the same developer of the Battlefield games.

If you asked me to describe what modern games look like I wouldn't be able to describe them at all. They don't look like anything. The only thing they have in common is that they're all cluttered with shit.
