It is not so bad on Breakthrough and normal conquest. There is a redacted conquest mode, that is where most of the cheaters are.
Not sure about the other modes but redacted conquest is full of them.

2042 is relatively free of cheaters because the demand is so low + they are hard to get working properly because the game engine / mouse input is fricked.
