You also have to understand the scale of the game in comparison to the games you mentioned. TP is also open world, but much smaller in scale with less detail in the terrain.
In FFX and DMC3 you just walk through corridors, it's easier to have those areas brimming with detail.

Oblivion looks good for 2006, the existence of better looking games doesn't suddenly make it look bad.
You also have to understand the scale of the game in comparison to the games you mentioned. TP is also open world, but much smaller in scale with less detail in the terrain.
In FFX and DMC3 you just walk through corridors, it's easier to have those areas brimming with detail.
