It has and is used for Water Spout, a rare Water type attack that has 150 base power if used during a solar eclipse when all 8 planets are aligned on a Friday at 8pm and Jesus Christ descends to declare this hour the time of miracles

I once did a play through of ultra moon where I had a Wailmer/lord on my team, and I decided I absolutely would use Water Spout as my only Water attack. It was not a good decision. I could see it maybe being a fun gimmick in double battles where your other mon can be a support mon who protects/heals him, but Gamefreak will never give us a double battle focused campaign again.

I really don't get what the devs were thinking from a design point of view. Disregarding the over-abundance of Water types by this stage of the game and just strictly focusing on Ice/Water: Why give people a guaranteed Lapras earlier? Cloyster is also available a bit earlier and has stats and moves that let it stand apart from Lapras. But this?
This is good fodder for a Red/Blue ROM-hack

it was probably a holdover design from early on in development when Pokemon were mostly just beasts and they wanted some unique fodder to stick in seafoam islands. I wouldn't be surprised if Lapras was a later addition

Lapras was actually the 19th pokemon added to the game, making it one of the oldest gen I pokemon. Most of the older ones are the obvious kaiju mon like Rhydon, Rhyhorn, Kangaskhan, Nidoking, Nidoqueen, etc.

Lapras was likely given as a guaranteed Surf-Mon. It lines up right around where you'll be going to fight Blaine, and they were probably worried that without explicitly giving you the Ferry Pokemon, you might not ever consider touching water.

More or less this, Lapras was too good of a design to cut and was also designed as what is essentially Surf personified, but too weird of a design to fit anywhere, so having it be a gift so you can use one of the few moves you absolutely need to beat the game is probably a good idea. Doesn't really apply to Cut though, Squirtle can't use it, but every starter can learn Strength. This technically means that to beat the game you only need two Pokemon, and only need to catch one Pokemon if you happened to pick Squirtle.

Dewgong is better than Lapras for in-game runs thanks to arriving at a far better level and being a trade mon.

Seel should have been a "caged" Game Corner Pokémon, instead of fricking Nidorina and Nidorino.

Wailord was a gimmick mon and had a selling point; that being "LOOK HOW BIG IT IS IN COLLUSEUM/XD".
It's a bit shallow, but it had at least one thing to remember it on.

I have never seen a real life seal that looks like that.
I agree that pokemon having useless stat spreads like seel/dewong should never happen. As late as seel is found and the level it evolves at dewgong should have 500-520 stat total.

I used Dewgong and Weezing in the DLC, they carried hard, at least dewgong gets to have a niche in doubles thanks to fake out and thick fat

I'm convinced that this hate on Seel that started few weeks ago is just one seething moron. The sudden appearance of this rhetoric and frequency of these threads make it too obvious.

It was never hated before like that one autist does but it was bottom of the barrel for water types that gen. You could argue others sure but its far from cream of the crop.

Because Wailord is actually pretty fricking strong, it's one of the best water types in the game, only really beat out by stuff like Swampert, Milotic, Kyogre, etc.

      Anonymous

      Swampert, Milotic, Kyogre.
      And Gyarados, Ludicolo, Sharpedo.
      And Gorebyss, Azumarill, Walrien.
      And Wiscash, Starmie, Kingdra.
So that leaves, what, Pelipper and... Surskit, I guess? Wailords pretty frickin bad, it's just carried by the best type of the generation.

Sometimes it is ok to use pokemon you like even if they are not the strongest.

I always used Goldeen/Seaking as my water type.
