Arceus lore is basically untouched in Legends apart from knowing he sent humans through time for its purposes and that is actually terrified of Giratina
If it would've been set billions of years prior maybe his lore would've been explored further
The point wasn't to explore Arceus' personal backstory as if it was ever supposed to be a character, it was to explore how Arceus and all of the legends born from it shaped the interactions between Pokemon and the humans of Hisui/Sinnoh. It will be the same with Z-A and Zygarde, though it will probably focus more on the environmental aspects of human-Pokemon interactions.
