Next gen update has trash performance, especially on the CPU side.
My Ryzen 3600 isn't enough to run Novigrad at 60 fps even on lowest settings, while in original it runs just fine.
Next gen only has slightly better textures and heavy rt usage. The extra content is only some armor sets from the show. Uf you want to play it, you can play the normal edition just fine. 60fps maxed out on a 970 vs a slightly better looking version maxxed out 60fps on a 4090 with upscaling on.

That's not exactly a powerful CPU at this point. I should know, I owned one for years but it sounds something's fricked on your end because I ran the next gen upgrade on it with a 5700XT. Overall the performance was still stellar on the highest settings at 1440p, but it did drop to like 50 fps in the center of Novigrad. I'm talking everything maxed though. Check your temps.

A mid range CPU should easily run what is essentially a 2015 game.
The updated version doesn't run much different on my current CPU than original on my 2012 i5 3470, when I played it on launch.

Just beat it earlier this year with a 3600 and it ran perfectly fine locked 60 fps even in Novigrad.
Play complete, it's objectively better in every way.
