a lot of bullet hells tend to have rank which means more enemies/bullets/bullet speed if you play better. so while you can memorize how best to respond to situations, unless you're playing the exact same way each time you cant rely on memory

kind of. depends on the subgenre. to the casual players, yes, it is just le dodge the bullets and dont die, but when you've played enough you'll realize every one has a different unique mechanic.
i mean, lumping shmups into one subgenre (bullet hells) is kinda dumb; mars matrix isnt the same as silpheed which isnt the same as gradius, which isnt the same as sine mora, which isnt the same as einhander which isnt the same as pawarumi, which isnt the same as zero gunner, triggerheart excelica, deathsmiles, ikaruga, etc etc etc

When playing for survival, routing is only necessary in lieu of general game knowledge and fundamental skill. For example, if you can no miss no bomb stage 5 in Ketsui you don’t need to route stage 2, it will come naturally.
For score play routing is absolutely necessary, but routing can be fun if the game is fun.

Pretty much. We live in a post souls world designwise, good design is a recognizable telegraph before an attack, and most shmups are too fast for that. There is a lot of skill involved because you can die for a mistake you did 5s ago, an eternity in shmup time. Shmups are a compound of memory, reaction and planning, but since everything is super fast you can think it's all reaction/memory.
