It was a sleeper plot by nintendo. SPM got a pretty mixed reception so they went and released nothing but dogshit afterwards to improve SPM's image in comparison and flood the market so it's "the third best paper mario" instead of "the worst paper mario but still pretty fun."
It was weird to add platforming and RPG elements to the same game.
They should have made a Zelda game in the style of SPM instead.

Why? Doesn't it make it more interesting? I mean and in the case of the platforming side scroller is better than top-down or isometric. To defend my case just check Mario RPG and Mario and Luigi.
The problem with SPM is that it kind of takes the worst of both worlds.
As a platformer, it feels super stiff and the level design is nothing to write home about.
As an RPG, it's incredibly limited in how you engage enemies because of the platformer gameplay, it's only an RPG in the most basic "numbers go up" sense.
Basically it lacks depth (har har) on everything it tries to accomplish.
The other Mario RPG series games (Super Mario RPG, Paper Mario, Mario & Luigi) are fairly standard turn based games. They just add timed hits and dodging into it.
Super Paper Mario is weird because the RPG elements don't really add anything new to the platformer, it just makes it so that enemies and the player takes multiple hits depending on stats. In the end you're still just jumping on enemies.
So in the end the problem is not the side-scrolling perspective but the RPG mechanics itself?
No, the problem is that they kept side-scrolling gameplay as basic as possible which doesn't mesh well with RPG mechanics. A good side-scrolling RPG needs to be a beat-em-up or a run and gun or something more actiony like that, with platforming being a secondary concern at most.
Super Mario RPG is a fairly standard turn based RPG. It's pretty much just Final Fantasy with timed hits.
The platforming on the overworld maps is just a fun way of getting from point A to point B, it's not the main focus.

I think that it was and still is shockingly a pretty novel concept to mix platforming with RPG mechanics. The game is more diverse and more fun because of that. Every JRPG, even now is sometimes extremely boring to play because it's just wandering across the world, a battle happens, 18 hours of cutscenes, more fighting, and that's it.
