Are there any game systems out there that let you sneak around and do spy stuff like the splinter cell games? Modern espionage feels like a very underutilized setting even though it has a lot of potential, plus night-vision goggles are just cool.

The problem with stealth is that groups is only as sneaky as its least inconspicuous member.
Yes, every RPG where you control a character and decide their actions. Shadowrun and Cyberpunk I would give honourable mentions to without citing a specific edition, though. Since both these games are very technology-based, sneaking into a facility can be as simple or complicated as you want it to be with all the modern security tech that exists- autopickers, forensics, security cameras, digital footprint, and so many other factors that the players need to consider.
Sounds like a problem with the group? The problem with travel is that groups are only as fast as the slowest member.
When was the last time you rolled for "Travel"?
Depends on the group.
Assume average group.
What's the average group?
Going off my WoD group? A bunch of bumbling morons
A single person succeeding Track or Drive is usually enough to speed up travel of the whole group.
You don't have to run it that way.
That creates a positioning problem, where certain players can get to/through certain places but not others.
The brick character has to have doors unlocked for him, or lasers Zeta-Jones'd, but he's the only one that can go through prepared ambushes and minefields.
Good thing the party isn't attached at the hip, characters can have different goals, and there's more than one way to overcome obstacles.
That's... that's exactly what I was saying. Are you all moronic, or am I?
you used the word "problem" which is usually used for something you want to avoid instead of something you have to deal with
check your wording or else you can end up sounding stupid
Ah yes. I meant it as in "challenge" not "issue with the game." What a difference an ocean makes to a language.
I think he must've meant it along the line of "puzzle", kind of like a "math problem".
Exactly that.
having access to multiple sets of abilities to solve problems is a large part of parties
Have you never seen a heist movie? There's always guys who don't even enter the target building.
