Just to give some examples. The last troony server I played on had a problem with me;

I ran a server between March and August of 2020 and almost nobody ever joined. I ran custom maps, a few official maps, and lots of alternative game modes like Arena, PASS Time, Mannpower, etc. and it was dead 24/7 because it wasn't a troony-infested 24/7 2fort, Dustbowl, or Hightower server. People hate fun.

the only reason anybody would do that is because they are expecting others to join later. maybe they have a community of people set up that populate it. some type of people never join at all unless the server is already populated because they are homosexuals. but the fact remains is you need those chads to join first and populate it for others to join.
there is zero reason for anyone to join a completely empty server they have zero emotional connection to with no expectation of others joining.
you need to advertise your server. market it. give it a purpose. just renting a server and expecting it to magically populate is like going to a bar and expecting women to come up to you and talk to you. obviously that's the kind of person you are judging by the anime picture you posted.
