That never happened regularly even during goonswarm glorydays in EVE. Stop expecting mmos to abide to your overblown expectations fueled by outside media. That's what guards are for and they do a good job. Killing 100% of other players out of towns is something that should be possible in all games.

You can do that in black desert, but the karma system punishes people that play like this far too severely, but there are people that make it work
just join a pvp guild and dec on fools so you can fight without losing karma. if your guild leader goes around then you shouldn't have any problem finding people who want to duke it out and don't mind pausing their grind session

Albion Online. Looks like ass, but you can be a c**t to everyone, then steal all their shit.
The enviroments actually look quite nice on high settings but yeah character models don't have fingers so you can have large battles on a toaster.
